Chapter I General Provisions
Article 1 In order to strengthen the construction of school spirit and discipline, maintain normal teaching and living order of schools, and create a good learning and living environment, according to the Regulations on the Management of Students in General Institutions of Higher Learning promulgated by the Ministry of Education, Regulations on the Administration of Foreign Students Accepted by Institutions of Higher Learning and the Regulations on the Administration of Foreign Students Accepted by Jiangsu Provincial Education Commission, Jiangsu Province's General Higher The Regulations on Disciplinary Punishment of Students in Other Schools are formulated in light of the specific conditions of our school.
Article 2 These Provisions shall apply to all levels and types of foreign students with self-corrected status.
Article 3 Schools shall punish foreign students with due process, sufficient evidence, accurate nature and appropriate punishment.
Article 4 Foreign students violate school rules and regulations. Schools shall impose disciplinary sanctions according to the seriousness of the circumstances and the degree of awareness. The punishments are divided into five categories: warning, serious warning, record, stay in school for inspection and expulsion.
Chapter II Disciplinary Violations and Punishments
Article 5 Foreign students shall not have any speech or action against the Chinese government, nor participate in activities that endanger social order. If there are any of the following circumstances, they shall be given the above punishment according to the seriousness of the circumstances.
1. Organize and participate in unauthorized assemblies and processions in violation of the Law of the People's Republic of China on Marches and Demonstrations or other relevant laws and regulations; organize and incite disturbances, disrupt social order or normal teaching order, and undermine stability and unity.
2. Disseminate information that violates national laws and regulations, school rules and regulations, and create confusion.
3. Organizations shall be established, join illegal social organizations or organizations, and publish illegal publications.
4. Organize and carry out unapproved social and political, academic activities or hold unapproved salons, clubs, etc.
5. In violation of the relevant regulations governing the management of student associations, organize the establishment of unauthorized student associations and carry out activities, publish publications, or carry out illegal activities in the name of legitimate student associations, or commit other acts that seriously violate the regulations governing the management of student associations and cause harmful consequences.
6. Organize religious activities in schools.
Article 6 Those who violate the laws, decrees and regulations of the State and are punished by the public security and judicial departments shall be given the following sanctions respectively:
1. Severe warnings or penalties shall be given to those who are sentenced to public security warnings or fines.
2. Those sentenced to administrative detention shall be given the above punishment of detention for school inspection.
3. Discharge from school shall be imposed if it constitutes a criminal offence.
Article 7 Whoever steals or defrauds state, collective or private property shall be punished as follows:
1. Those whose crime value is less than 500 yuan shall be punished as follows.
2. If the value of the crime is more than 500 yuan, the above punishment shall be given.
3. Where a gang commits a crime, the total value of the crime shall be equally distributed among the participants and heavily punished in accordance with the above provisions.
4. Whoever has committed theft, though he has not stolen property, shall be punished as follows.
5. Whoever commits a crime with bad means or perseveres in teaching, regardless of the value of the crime, shall be given the above punishment for detention and inspection.
6. Those who participate in the distribution and sale of stolen goods shall be dealt with in accordance with the provisions of paragraphs 1, 2 and 3 of this Article.
Article 8 If organizing, planning or participating in fights or fights has not yet constituted a crime, the following penalties shall be imposed, in addition to the corresponding financial compensation (including the medical expenses, nursing expenses and necessary nutritional expenses of the victims):
1. The planners and perpetrators of fights and fights shall be given the above-mentioned punishments; if the circumstances are serious, they shall be given the punishment of expulsion from school.
2. Those who engage in fights or fights shall be given serious warnings and punishments according to the seriousness of the circumstances.
3. Whoever intentionally provides equipment for another person's fight shall be given a record punishment.
Article 9 Foreign students who gamble (including disguised gambling) with mahjong, poker and other tools during their school years shall be given the above penalties according to the circumstances, in addition to confiscating gambling tools and gambling money. Gambling or organizers shall be given heavy penalties for many times.
Article 10 The following penalties shall be imposed according to different circumstances for violation of discipline by means of computers, the Internet and books and periodicals:
1. Those who disseminate obscene publications, pictures, films and TV contents shall be given serious warnings and punishments according to the seriousness of the plot.
2. The floppy disks or CD-ROMs with unhealthy contents are watched in the computer room inside and outside the school, and the above scores are given according to the seriousness of the plot.
3. Those who disseminate pornographic books, periodicals, electronic publications or audio-visual products that violate Chinese laws shall be given the above penalties for detention and inspection.
4. Those who maliciously attack others by using the Internet and disseminate articles, pictures or false information that does not conform to the facts with pornographic content shall be given serious warnings and punishments until they are investigated for legal responsibility.
5. Those who embezzle other people's IP addresses and user accounts and endanger network security shall be given serious warnings and punishments.
Article 11 In dealing with the opposite sex, words and deeds shall be moderate. Those who act excessively and fail to listen to dissuasion through education shall be given warnings and punishments according to the seriousness of the circumstances.
Article 12 Foreign students are not allowed to engage in commercial activities in hotels, dance halls, nightclubs and other places. Violators are given serious warnings and punishments.
Article 13 Whoever plays tricks on or insults women or engages in other hooliganism shall be given the above punishments for leaving school for inspection according to the seriousness of the circumstances.
Article 14 Drug addicts shall be expelled from school.
Article 15 Those who violate the regulations governing the management of apartments for foreign students shall be given the following sanctions according to different circumstances:
1. Overseas students who do not return at night without leave shall be given warning and punishment according to the circumstances. Those who rent houses outside school without authorization shall be given serious warning and punishment. Those who stay with the opposite sex in the collective dormitory shall be given the above punishment.
2. Foreign students are not allowed to use open fire, incinerate sundries or cook food in their apartments. If a fire is caused by negligence, the above punishment shall be given a serious warning according to the circumstances.
3. Those who violate the regulations on the management of electricity consumption and illegally use electrical appliances shall be given warnings and punishments according to their specific circumstances.
4. Other violators of apartment management regulations shall be given warnings and punishments according to the seriousness of the circumstances.
Article 16 Students shall consciously abide by the discipline of study, attend classes on time, and shall not be absent from class, late or leave early. Students should go through the formalities of taking leave beforehand because of illness and absence from work. Those who have not taken leave or have exceeded the time limit should be regarded as truancy. Students who miss classes in one semester and reach the following class hours shall be punished as follows:
1. Those who have accumulated 20 school hours shall be given warning and punishment.
2. Those who have accumulated 40 school hours shall be given serious warning and punishment.
3. Those who have accumulated up to 60 school hours shall be given a record punishment.
4. Those who accumulate up to 80 school hours shall be punished by detention and inspection.
5. Those who have accumulated 120 school hours shall be discharged from school.
6. Leaving school without authorization and taking responsibility for running away without leave, the school shall be punished for truancy, calculated at 6 hours per day, and shall be given disciplinary sanctions according to the seriousness of the circumstances.
Article 17 Cheaters in examinations shall be dealt with in accordance with the relevant provisions of the Rules for the Implementation of the Examinations for Overseas Students of Jiangsu University.
Article 18 Whoever plagiarizes or plagiarizes other people's research results shall be given the above penalties according to the circumstances.
Article 19 Whoever intentionally damages public property shall be punished according to the seriousness of the circumstances, except for compensation according to the price:
1. Whoever scribbles or illegally posts on the walls or desks and chairs of a school or other public equipment shall be given the above warning and punishment according to the specific circumstances.
2. Those who intentionally damage public property or destroy flowers, plants and trees on campus shall be given the above warning and punishment according to the circumstances; if the circumstances are serious, they shall be given the punishment of expulsion.
Article 20 Whoever insults, slanders, falsely accuses, frames or threatens the safety of others shall be given serious warnings and punishments according to the circumstances and consequences.
Article 21 Anyone who conceals, destroys or privately dismantles another person's mail shall be given serious warning and above-mentioned punishment.
Article 22 Those who forge, alter, falsely claim, embezzle or transfer various documents or certificates shall be punished as follows:
1. Those who forge foreign student certificates, library certificates and other certificates shall be given the above penalties; those who forge all kinds of securities shall be given the above penalties for stay in school for inspection.
2. Those who alter, falsely claim or embezzle various documents and have adverse consequences shall be given the above penalties.
3. Those who borrow various documents and have adverse consequences shall be given serious warning and punishment according to the consequences.
4. Those who steal, engrave or seal, steal, forge or alter documents or archives shall be punished by the above measures.
Article 23 Whoever commits the following acts and causes certain effects shall be punished as follows:
1. Those who disturb the normal teaching and living order in schools, such as those who drink heavily, make a noise or break bottles in restaurants, canteens, dormitories or other public places, shall be given serious warnings or given disciplinary sanctions.
2. Whoever conceals a case, fails to report it or perjures another person knowingly purchases or uses stolen goods shall be given the above warning punishment. Those who provide information or tools or harbour stolen goods for committing crimes shall be given serious warnings and punishments.
3. Those who provoke trouble or make unreasonable trouble to teachers or other managerial personnel shall be given serious warning and punishment.
4. Those who resist or obstruct state functionaries or school administrators in carrying out their official duties in accordance with the law or school regulations shall be given serious warnings or given disciplinary sanctions. Violent intervention of teachers and managerial personnel shall be punished by leaving school for inspection or expulsion.
5. Those who organize business activities without the approval of the school shall be given serious warning and punishment.
Article 24 Whoever violates these Provisions in one of the following circumstances shall be severely punished:
1. Those who refuse to admit the wrong facts after violating discipline, or complain unreasonably and with bad attitude after being punished.
2. Threatening or retaliating against the prosecutor or witness.
Article 25 Whoever is punished for violating school discipline for the third time shall be expelled from school.
Article 26 Any person who violates these Provisions in one of the following circumstances may be given a lighter, mitigated or exempted from punishment:
1. Those who take the initiative to admit their mistakes and have a good attitude towards them.
2. Return the stolen goods or repayment quickly and thoroughly, or actively expose others, who have made meritorious achievements.
3. Those who perform well in peacetime and have a slight plot.
Article 27 Additional Penalties
1. Overseas students who have been punished for violation of discipline will be awarded an award and rejected by one vote in this academic year.
2. Those who are subject to disciplinary sanctions as foreign student cadres shall be disqualified from their posts as foreign student cadres.
Article 28 Disciplinary violations not listed in these Provisions shall indeed be dealt with by means of comparable photographic proximity clauses.
Chapter III The Power, Procedure and Management of Disposal
Article 29 The Power and Procedure of Punishing Foreign Students Violating Discipline
1. The punishment under the serious warning shall be decided by the College after discussion, and shall be examined and published by the Overseas Education College.
2. Recorded and detained inspections shall be decided and published by the Overseas Education Institute.
3. The punishment of expulsion shall be put forward by the Overseas Education Institute and submitted to the president's office meeting for approval.
4. Discipline violations involving multi-college students shall be handled by the Student Affairs Office and coordinated with the relevant colleges.
5. If a violation of discipline is found in a public place, the unit under the jurisdiction of the place shall cooperate with the Security Department to investigate and put forward preliminary treatment opinions, together with relevant materials, and send them to the Student Office and the Overseas Education College, which shall be dealt with by the Overseas Education College in accordance with the regulations.
6. For those who need to be expelled for violating the Constitution, opposing the Four Basic Principles, destroying stability and unity and disturbing social order, they need to report to the Provincial Department of Education for approval before they are executed.
7. When dealing with foreign students who violate discipline, the college should investigate the facts clearly in time, collect evidence legally, and write out and inspect by the students who violate discipline themselves. All the materials will be submitted to the Overseas Education College for examination and approval, and then the paper will be submitted to the Overseas Education College.
Article 30 Relevant Management Measures for the Punished Overseas Students
1. The decision of punishment shall be served on the punished overseas students. Foreign students may appeal against the decision of punishment.
2. Disciplinary sanctions shall be announced within the scope of the school and the college respectively according to the authority of examination and approval. At the same time, the college shall notify the parents of foreign students. Punishment materials are deposited in the archives of foreign students.
3. Foreign students subject to punishment may apply to the school for evaluation before graduation (must be over one year).
4. Foreign students who have been expelled from school shall be issued a study certificate by the school.
5. Foreign students who have been expelled must go through the procedures of leaving school in accordance with the relevant regulations of the school and leave school within three days after receiving the notice.
Article 31 The decision to terminate the period of inspection in schools.
1. The period of inspection is one year. Overseas students who perform well during the period of inspection and can consciously abide by the school rules and regulations shall apply by themselves within one month after the period of inspection and inspection. Overseas Colleges of Education shall make decisions based on their performance and submit them to the school leaders in charge of student work for approval. The period of inspection and inspection may be terminated.
2. Those who violate discipline again during their stay at school shall be discharged from school.
3. Graduates who have been admitted to the University for six months but less than one year may terminate the inspection period in advance according to the above procedures if their performance is outstanding.
4. Foreign students who fail to terminate their inspection period at the time of graduation shall be handled after graduation.
5. Upon the expiration of the inspection period for overseas students after graduation, the applicant's unit proves that they have performed well. The school may terminate the inspection period and issue a new diploma.
Chapter IV Supplementary Provisions
Article 32 The "below" and "above" penalties in these Provisions shall include those at the corresponding level.
Article 33 These Provisions shall be interpreted by overseas education institutes authorized by schools.
Article 34 These Provisions shall come into force as of the date of promulgation.
