Chapter I General Provisions
Article 1 In order to promote the process of internationalization of education in our university and standardize the management of foreign students, in accordance with the Education Law of the People's Republic of China, the Regulations on the Administration of Accepting Foreign Students in Institutions of Higher Learning, the Regulations on the Administration of Students in Ordinary Institutions of Higher Learning, the Law of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, and In order to promote the implementation of internationalization, the Provisional Regulations on the Administration of Foreign Student Education in Jiangsu University and other relevant laws, regulations and document systems are formulated in light of the actual situation of our university.
Article 2 Our school is an institution of higher learning approved by the Ministry of Education with the qualification of enrolling foreign students. The disciplines and majors that have the right to confer doctoral, master's and bachelor's degrees in the school can recruit and train foreign students on the premise of keeping secret.
Article 3 Categories of foreign students:
(1) Foreign students at their own expense: Foreign students who have been admitted by our university and approved by the competent education authorities at higher levels to study for bachelor's degree or above in China and all the expenses required are borne by foreign students themselves (including subsidies).
(2) Government scholarships for foreign students: foreign students who have been approved by the China National Fund Management Committee for Overseas Studies and enjoyed the "Chinese Government Scholarship" and so on.
(3) Postgraduates: Foreign students and people who study in our school.
Article 4 The establishment of educational projects for foreign students:
(1) The relevant institutes (research institutes and centers) are responsible for formulating their own plans for foreign students'education projects and submitting them to overseas education institutes.
(2) Overseas Education Institutes, together with relevant institutes (research institutes, centers) and departments of educational administration and graduate schools, carry out project demonstration on the training scheme, enrollment scheme and school-running efficiency, and submit the proposed project to the school's leadership group for examination and approval.
(3) Overseas Education Institutes issue decision-making decisions and grant grants to relevant institutes.
Chapter II Leadership Mechanism
Article 5 Under the guidance of the school foreign affairs work leading group, the foreign students work leading group, together with relevant departments and colleges (research institutes and centers), forms the University Foreign Affairs team, and holds regular international work meetings every month to promote the education of foreign students.
Article 6 The Office of International Cooperation and Exchange, together with the Overseas Education Colleges, shall provide classified guidance and give the next year's educational objectives for foreign students in accordance with the national/provincial key disciplines, distinctive brand majors, key laboratories or engineering centers owned by various colleges (research institutes and centers), and serve as an important basis for year-end assessment.
Article 7 The teaching of foreign students shall be carried out under the secondary management system of the College. The leaders of relevant colleges shall divide their work and cooperate with each other. The Dean of Foreign Affairs shall be responsible for the enrollment plan and propaganda of foreign students, and the dean of undergraduate and postgraduate teaching shall be responsible for the teaching management of foreign students.
Chapter III Management Mechanism
Article 8 Foreign students are an important part of the students of a university. All relevant departments have the duty and responsibility to bring the training and education of foreign students into the overall planning of the department. In training and educating foreign students, we should adhere to the principle of "enlarging the scale, improving the level, strengthening the characteristics, ensuring the quality and standardizing the management".
Article 9 Schools shall encourage colleges (research institutes and centers) to receive and train foreign students, encourage teachers to take an active part in the training of foreign students, and undertake the teaching of professional courses and public courses for foreign students. Schools encourage and take measures to improve teachers'foreign language teaching ability.
Article 10 Relevant colleges (research institutes and centers) shall formulate rules for determining the workload of training foreign students, incorporate the training of foreign students into the assessment and evaluation system of teachers, and give preference to teachers who teach foreign languages in terms of promotion of titles and assessment of posts.
Article 11 Overseas Education Institutes are the administrative departments responsible for returning foreign students. They shall manage, guide and coordinate the work of foreign students in accordance with the relevant regulations of the state and schools.
Article 12 The specific division of labour between departments and professional colleges (research institutes and centers) is as follows:
(1) Overseas Colleges of Education are responsible for the following tasks:
1. Recruitment of foreign students.
2. Handling and coordinating the specific affairs in the admission and enrollment of foreign students, and drawing up a list of tuition fees and other fees according to the categories of students.
3. Daily management of foreign students (including accommodation arrangements).
4. The specific organization and implementation of Chinese teaching for foreign students.
5. The declaration of foreign students'completion certificates.
6. Assist the Academic Affairs Department, Student Affairs Department and Graduate School in dealing with the management of foreign students.
7. In conjunction with the International Cooperation and Exchange Office, the Student Affairs Office (the Ministry) and the Defence Department (the Ministry), foreign-related management and education of foreign students shall be carried out in accordance with the relevant laws and regulations of the State, so as to reduce or eliminate the occurrence of foreign-related cases.
(2) The Graduate School is responsible for the following tasks:
1. Selection and appointment of tutors for foreign postgraduates and refresher students, formulation and approval of relevant enrollment catalogues and training programs.
2. Teaching management and supervision of foreign graduate students and advanced students.
3. Graduation examination, degree examination and degree award of foreign graduate students.
(3) The Academic Affairs Department is responsible for the following tasks:
1. Formulation of training plans for foreign undergraduates, organization and coordination of teaching tasks.
2. Teaching management and supervision of foreign undergraduates.
3. Graduation examination, degree examination and degree award for foreign undergraduates.
(4) According to the principle of convergence management, the Student Affairs Office (the Department) shall guide the work of foreign students in overseas education institutes.
(5) The Security Department (Ministry) is responsible for the relevant security work of foreign students and assists the Zhenjiang Public Security Bureau in handling various foreign-related cases according to law.
(6) The Finance Department is responsible for verifying the educational costs of foreign students in schools, formulating, examining and approving relevant fee standards for foreign students and receiving tuition fees and other related fees paid by foreign students from government price departments, and issuing receipts or certificates for payment, arrears or reminders of fees.
(7) The Logistics Department and the Logistics Group shall be responsible for the management of overseas apartment accommodation and the collection of accommodation fees.
(8) The library is responsible for providing books borrowing and information retrieval services for foreign students.
(9) The relevant colleges (research institutes and centers) are responsible for the following tasks:
1. Examination of professional qualifications for the admission of foreign students (postgraduates and refresher students).
2. Organize and implement training programs for foreign students majoring in relevant fields.
3. Coordinating with overseas education institutes to arrange professional Chinese courses for foreign students.
4. Arrangement of tutors, learning plans and implementation of teaching materials for all kinds of foreign advanced students and postgraduates.
5. Guiding foreign students to select courses according to the requirements of professional teaching and combining the actual situation and characteristics of the country of origin.
6. Assist overseas education institutes in their academic evaluation and annual scholarship evaluation of foreign students.
7. Preliminary examination and approval of foreign students'graduation and degree award qualifications.
8. Cooperate with overseas education institutes to guide foreign students to participate in various activities organized by schools and colleges (research institutes and centers), and do a good job in student management.
Chapter IV Funding Mechanism
According to the Notice of the Principal's Office (No. 141, 2011), the pilot scheme for allocating funds for foreign students'education formulated in 2011 will be implemented.
Article 13 Funds for the Development and Planning of Foreign Student Education Projects: 100-200,000 yuan per year
Article 14 Funds for the recruitment of foreign students: about 20% of the annual tuition fees for foreign students.
Article 15 Funds for teaching work of foreign undergraduate students: For specialized colleges that implement secondary management, funds shall be allocated twice according to the assessment of teaching work of foreign students: 35% to 75% of the funds allocated to specialized colleges (of which 60% of the funds allocated for training and teaching of foreign students'teachers shall not be used less than 60% of the funds allocated). The administrative expenditure and rewards of the college shall not exceed 40%.
Article 16 Foreign graduate students are mainly principal scholarship students. Overseas education institutes allocate tutor guidance funds, course hours and school management fees to relevant institutes (research institutes and centers) according to the enrollment situation.
Article 17 The teaching and management expenses of non-academic foreign students: long-term and short-term training projects (including professional refresher students or senior visiting scholars) refer to "Measures for the Administration of Travel and Internship for Overseas Students (including Inter-School Exchange Students) of Jiangsu University" (No. 366, Jiangsu University).
Chapter V Supplementary Provisions
Article 18 Students from Hong Kong, Macao and Taiwan shall follow these Provisions.
Article 19 The Office of International Cooperation and Exchange and Overseas Colleges of Education shall be responsible for the interpretation of these Provisions.
These Provisions shall come into force as of the date of promulgation.
